Sources close to the matter indicate that the grand jury, operating in Manhattan, has issued subpoenas as part of an inquiry led by U.S. Attorney Jay Clayton for the Southern District of New York, recognized as one of the nation’s most influential districts for federal prosecutions. The investigation was authorized by Acting U.S. Attorney General Todd Blanche, reflecting the Trump administration’s commitment to combating fraud, money laundering, and other financial crimes within the multi-billion dollar nonprofit sector.
The probe is meticulously examining the flow of funds within Singham’s financial network. Investigators are working to determine whether Singham, the organizations he has funded, or their respective leaders have engaged in activities such as wire fraud, bank fraud, money laundering, or other financial crimes, according to individuals familiar with the investigation.
Prosecutors have presented evidence before the grand jury, which has subsequently issued subpoenas to obtain bank records and other financial documentation from organizations within Singham’s network. Grand jury subpoenas are a critical investigative tool used by federal prosecutors to compel the production of documents and testimony, thereby assessing whether sufficient evidence exists to support criminal charges.

Confidential sources have revealed that Treasury Secretary Scott Bessent traveled to New York City earlier this year to meet with David Solomon, the Chairman and CEO of Goldman Sachs. The discussion centered on the role of GS Donor Advised Philanthropy Fund For Wealth Management Inc., a philanthropic division of Goldman Sachs, which allegedly facilitated the transfer of millions of dollars from Singham into a network of U.S. nonprofits.
A representative from the Treasury Department also declined to comment. A source with knowledge of the meeting confirmed its occurrence, stating that Bessent engages in regular meetings with prominent business leaders, and did not offer further details regarding the meeting’s specific content.
During this meeting, sources indicated that Bessent conveyed a direct message to Solomon: Goldman Sachs could face intense scrutiny for its alleged involvement in the funneling of Singham’s funds and was urged to cooperate fully with federal investigators.
Similar to many other U.S. corporations, Goldman Sachs has maintained a long-standing business relationship with the Chinese Communist Party. Notably, David Solomon participated in a meeting on November 4, 2025, with He Lifeng, a member of the Political Bureau of the Communist Party of China Central Committee and the director of the Office of the Central Commission for Financial and Economic Affairs.
Sources suggest that Solomon pledged his cooperation with the ongoing investigation.

By mid-May, with the investigation by the Southern District of New York fully underway, Solomon joined a delegation of influential American business leaders. This delegation accompanied President Donald Trump, Secretary Bessent, and other administration officials on a trip to China, where they met with Chinese President Xi Jinping and other leaders of the Chinese Communist Party.
During a public address, Singham openly expressed his support for a “new world order” as promoted by Chinese President Jinping and the Chinese Communist Party. In his speech, he characterized the United States as a “fascist” nation, a sentiment that mirrors the propaganda disseminated by the Chinese Communist Party and is now echoed by communist, socialist, and Democratic Party activists in the U.S.

The investigation also brought to light a comprehensive 172-page report authored by Singham. In this document, Singham articulated his theory of change, drawing inspiration from the battle plans of 20th-century Chinese communist leader Mao Zedong, advocating for a “people’s war” to propagate communism. Mao Zedong himself was heavily influenced by communist ideologues Karl Marx and Vladimir Lenin.
