The substantial funding package will establish a “direct care access fund.” This fund is intended to provide financial assistance to healthcare providers offering sex change procedures, particularly for children. In parallel, the city will launch a dedicated communication channel, including a call and text line, to aid access to these services. Furthermore, the initiative will support research focused on improving LGBTQ+ healthcare access.
A key component of this plan involves a pilot program set to launch later this year at a clinic in Queens. This program will offer “gender-affirming hormone therapy” to adults. A notable aspect is that these services will be available at little to no cost, irrespective of the individual’s immigration status.
Mayor Mamdani has articulated a strong stance against potential federal overreach. He has accused the federal government of attempting to “intimidate patients, families and providers.” In response, Mamdani stated that the city is “stepping up” and is committed to doing “everything in our power to defend” these medical procedures.
To further solidify this commitment, the mayor has instructed the city’s law department to prepare for possible legal challenges. This is in anticipation of any federal actions aimed at restricting access to sex change procedures for both minors and adults.
Other high-ranking city officials have echoed Mamdani’s firm rhetoric. Deputy Mayor for Economic Justice, Julie Su, characterized the federal government’s actions as a “dehumanization of transgender people.” She further described these actions as “not just cruel, it’s dangerous.”
Taylor Brown, the director of the Mayor’s Office of LGBTQIA+ Affairs, has also voiced strong opposition. Brown accused the Trump administration of engaging in an “ideological war.” She suggested that this war is driven by “political instincts, not science.”
This announcement from New York City comes in the wake of recent legal disputes concerning access to gender-affirming care. The city has been actively opposing federal actions that could impede such care.
Earlier this month, the city formally opposed federal grand jury subpoenas. These subpoenas sought the medical records of transgender patients. A federal judge subsequently issued an injunction, preventing the U.S. Department of Justice from accessing these sensitive records.
Despite the significant $15 million investment, there are voices within the city government advocating for even greater financial support. Some officials believe the current allocation is insufficient to meet the needs.
With the New York City Council anticipating an additional $2 billion in tax revenue across the current and upcoming fiscal years, Councilmember Tiffany Caban is pushing for a substantial increase in the budget for sex change initiatives. Caban is reportedly advocating for the budget to be raised to $60 million, according to a report from the Daily News.
Caban drew a parallel between the city’s budget priorities. She highlighted the allocation of funds for “500 more cops” in the executive budget. She contrasted this with the perceived lack of funding for healthcare and transgender youth.
The city’s Budget Director, Sherif Soliman, has also indicated a willingness to expand these programs. Soliman described the $15 million allocation as merely a “start.” He expressed optimism about directing further funds towards these initiatives within the city’s financial capabilities, as reported by the outlet.
