This is not Hearn’s first encounter with law enforcement. In 1996, he was arrested by U.S. Park Police after launching a canoe onto the Potomac River during a severe rainstorm, despite an emergency closure. He was initially charged with failing to obey a lawful order, but the judge later dismissed the charges.
The Reflecting Pool’s recent $14.8 million restoration project has ignited anger among Democratic lawmakers and Washington residents who have visited the National Mall to examine the pool. Michigan Representative Debbie Dingell voiced her constituents’ outrage over the algae during an appearance on CNN.

According to an official statement, fourteen police reports have been filed concerning vandalism incidents.
One of these reports details an incident where a suspect allegedly used a blade to inflict nearly 300 feet of damage to the pool’s liner. President Donald Trump brought attention to this incident in a Truth Social post on Saturday.

“They took some form of knife or blade, and put a 250-foot-long gash into the beautiful facade of what took so much work, competence, and money to build and complete. They also poured corrosive and destructive chemicals into the Pool,” Trump wrote on Truth Social. “The Reflecting Pool was never so beautiful as it was just one week ago, even going back to 1922 when it opened.”
On Friday, Trump stated his belief that vandals were targeting the areas surrounding the Reflecting Pool and had used chemicals to damage the pool’s newly installed surface, as reported on Truth Social.
