This move is part of a wider strategy to encourage Europe to assume a greater share of the alliance’s conventional defense responsibilities.
Alexander Velez-Green, a Pentagon official, conveyed these upcoming changes to NATO officials during a Defense Policy Directors’ meeting held in Brussels on Friday. This information was shared by two individuals with direct knowledge of the matter.
The Department of War has announced modifications to the United States’ contributions to the NATO Force Model. These adjustments present an opportunity for allied nations to demonstrate their responsiveness to President Trump’s urging for them to take primary ownership of Europe’s conventional defense. While increased defense spending is crucial and must be expedited by allies in line with their Hague Summit commitment, it is equally vital for NATO members to direct these enhanced funds towards combat-ready capabilities essential for Europe’s security. The Department of War’s announcement provides allies with a clear pathway to achieve this strategic focus.
This development precedes the NATO leaders’ summit scheduled for July in Ankara, Turkey. President Donald Trump is anticipated to increase pressure on member states to contribute more significantly to Europe’s defense. Concurrently, Washington intends to pivot its military focus towards the Indo-Pacific region.
During a meeting of NATO foreign ministers in Helsingborg, Sweden, discussions also revolved around the prevailing uncertainty stemming from recent U.S. troop deployment announcements in Europe. Swedish Foreign Minister Maria Malmer Stenergard characterized the situation as “confusing indeed.” Secretary of State Marco Rubio acknowledged that the adjustment of U.S. troop presence in Europe is a well-understood matter within the alliance.
Defense officials are increasingly framing this overarching strategic shift as a post-Ukraine war restructuring of NATO. The new focus will be on territorial defense, rapid mobilization, and a more equitable distribution of the defense burden among European nations. Meanwhile, the United States will be reallocating a greater portion of its military resources towards Asia.
Currently, the United States maintains its most substantial troop presence in Europe in Germany, with approximately 36,000 American soldiers stationed there. Additional deployments include about 12,000 troops in Italy, 10,000 in the United Kingdom, and an estimated 10,000 in Poland.
In 2025, the Pentagon withdrew an armored brigade combat team from Romania. This withdrawal followed a temporary deployment that was linked to Russia’s invasion of Ukraine and was part of a broader initiative to recalibrate the U.S. military footprint across Europe.

More recently, the Trump administration revealed plans to withdraw approximately 5,000 U.S. troops from Germany over the course of the next year. This action is a component of the ongoing review of the U.S. posture in Europe, raising fresh concerns among allies regarding the future scale of American military engagement on the continent.
