This decision is a significant setback for Democrats, who had hoped the new map would enhance their chances of winning more seats in the U.S. House of Representatives.
The court’s ruling effectively nullifies the voters’ endorsement of a revised congressional map. This map was designed to provide Democrats with an edge in ten House districts, leaving only one district considered safely Republican. Currently, Virginia’s representation in the U.S. House is evenly split, with six Democrats and five Republicans, despite both of its U.S. Senators being Democrats.
“We find that the legislative process utilized to advance this proposal contravened Article XII, Section 1 of the Constitution of Virginia,” the court’s opinion stated. “This constitutional infraction irreparably damages the resulting referendum vote and renders it legally void.”
Virginia Senate Republican Leader Ryan T. McDougle expressed his satisfaction with the court’s verdict in the case, Scott v. McDougle. He emphasized that the court’s decision confirms the principle that constitutional amendments cannot be achieved through unconstitutional means.

Democratic Speaker of the Virginia House of Delegates, Don Scott, acknowledged the court’s decision with respect. He highlighted the significant turnout of Virginian voters, noting that their participation sent a clear message not only within the state but also nationally to the Trump administration.
“We respect the decision of the Supreme Court of Virginia. I’m proud that Virginians came out in historic numbers, made their voices heard, and sent a message not just here at home — but across the country — to Donald Trump and his administration,” Scott remarked.
