These actions could target Baltic states or Poland and may include the use of drones, missiles, or other hybrid warfare tactics. The objective, according to the intelligence, is to pressure NATO countries into ceasing their support for Ukraine.
A primary concern highlighted by Latvian intelligence is not an immediate readiness for full-scale war with NATO. Instead, the worry stems from the possibility of miscalculation by Russian President Vladimir Putin. This risk is amplified by the belief that institutions surrounding him are feeding him a version of reality that aligns with his desires.
The Baltic states and Poland are NATO allies. Therefore, any Russian provocation in these regions could swiftly test America’s treaty obligations. This scenario carries the risk of escalating into a broader confrontation. The warning comes at a time when Washington and its allies are carefully considering the extent of their support for Ukraine and the tightening of sanctions against Moscow.
Latvian intelligence suggests that Putin’s motives extend beyond pressuring NATO regarding Ukraine. He may also be receiving skewed assessments from within his own government. This internal distortion of information increases the likelihood of Russia misjudging the resolve of Western nations.
“The most significant concern is miscalculation. Russian institutions are providing Putin with information he wishes to hear, creating a dangerous feedback loop that can lead to imprudent and unnecessary decisions,” stated Latvian intelligence.
“We are observing an increasing number of indicators that Putin is primarily seeking positive news. His isolation exacerbates decision-making challenges, as choices are not grounded in the actual circumstances,” the intelligence agency added.
Ambassador Krzysztof Olendzki has also characterized the Belarus border as a component of a joint Russian and Belarusian strategy. This strategy aims to weaponize illegal migration as a tool against NATO countries.
Furthermore, Latvian intelligence has assessed that Western sanctions are indeed having a tangible impact within Russia. This contradicts Moscow’s public assertions that it has successfully absorbed the economic pressure.
This assessment emerges as Latvia’s Constitution Protection Bureau, known as SAB, has published a public report. The report details how Russia is intensifying its “lawfare” tactics against the West. This involves leveraging courts, legal claims, and international institutions to exert pressure on Western governments, diminish support for Ukraine, and potentially create justifications for more aggressive actions.
The report elaborates on Russia’s efforts to study Iran’s experience in challenging Western sanctions through international legal avenues. Russian experts have reportedly analyzed Iran’s 2016 case against the United States at the International Court of Justice. They are exploring ways to adapt similar strategies against Western nations, according to the Constitution Protection Bureau.
“If the objective is to steer Russia towards a peace agreement acceptable to Ukraine and the West, sanctions are the appropriate instrument,” Latvian intelligence commented. “Increased international pressure on Russia through sanctions is necessary.”
The Constitution Protection Bureau also issues a warning that Russia has prepared a complaint against the Baltic States. This complaint is slated for submission to the UN’s International Court of Justice, formally accusing them of discrimination against Russians and Russian speakers. Latvian intelligence believes this legal campaign is not solely confined to the courtroom. It aims to construct a narrative that Moscow could later utilize as a pretext for further actions.
“Russia perceives the Baltic States as being governed by pro-American elites who are out of touch with their own populations. They made a similar misjudgment concerning Ukraine prior to the invasion, which is why this perception is concerning to us,” Latvian intelligence articulated.
The Constitution Protection Bureau’s report contends that Russia is attempting to transform propaganda into concrete legal and political actions. It describes Moscow’s planned complaint as employing a “highly manipulative approach” to international law. This includes selective interpretations of international norms and what the report terms “imagined evidence” of alleged discrimination.
The underlying concern is that Russia might leverage these claims to legitimize pressure, intimidation, or hybrid operations. This mirrors the rationale Moscow employed when it asserted it was acting to protect residents of Donbas before invading Ukraine.
“At present, there are no immediate military threats to Latvia,” its intelligence stated. “We are not concerned about a full-scale invasion at this moment. Russia would require an estimated three to five years, even if the war in Ukraine concluded today, to rebuild its military capabilities sufficiently. What concerns us now are provocations—drones, missiles, and other hybrid attacks.”
