This encounter was captured on video and shared by a senior staffer to Representative Jen Kiggans, also a Republican from Virginia.
The unidentified man in the video directly questioned Luria, asking, “Elaine Luria, how much money did you make insider training?” He then pressed further, stating, “Your net worth went over, over 2000%. It’s a shame. You’re so corrupt.”
The individual repeatedly pressed Luria to explain the significant increase in her net worth during her four-year tenure in Congress. “How do you explain it, Elaine Luria? You were in Congress for four years, and your net worth went over 2,000%. Explain that, Elaine, Luria. Explain it.”
Financial disclosure records indicate that Luria possessed considerable investment holdings when she first entered Congress. Notably, no major controversies concerning a sudden spike in her personal finances during her time in office have been publicly reported.
In 2022, as momentum grew for legislation aimed at prohibiting members of Congress from trading individual stocks, Luria voiced strong opposition to such measures. She contended that the Stop Trading on Congressional Knowledge (STOCK) Act, enacted in 2012, already provided sufficient protections against insider trading by lawmakers and federal officials.
At the time, Luria expressed her strong disapproval of banning congressional stock trading, stating, “This whole concept is bullsh–.”
This confrontation occurs amid ongoing bipartisan scrutiny of lawmakers’ stock trading practices on Capitol Hill. Members from both parties frequently face questions about whether elected officials should be permitted to buy and sell individual stocks while in office. Despite proposals to tighten or ban congressional stock trading being introduced over the past decade, no such prohibition has yet been enacted into law.
The video’s release also comes as Luria is actively pursuing a political return in Virginia’s closely contested 2nd Congressional District.
Luria previously served in the House of Representatives from January 2019 to January 2023, representing Virginia’s 2nd Congressional District. She is currently seeking the Democratic nomination in the upcoming primary to challenge the incumbent, Representative Jen Kiggans, in the midterm elections. A general election between the two would represent a rematch of the 2022 race, where Kiggans defeated Luria and secured the seat for the Republican party.
